This cartoon is from the cover of the 3 December 1968 (vol. 1, no. 2) issue of Who's up against the Wall, the newsletter of the University of Pennsylvania Chapter of Students for a Democratic Society (SDS). It illustrates well the attitude many students at Penn in the late 1960s held toward the University City Science Center (UCSC). Some believed that the UCSC had been designed exclusively to harbor classified, war-related research and that the University's administration and the city's press had conspired to keep this a secret.
