Born in Jamaica, Ambrose C. Davis attended St. George's College Preparatory School in Jamaica and later attended the University of Pennsylvania where he earned both his Bachelor's Degree in 1967 and his Master's Degree in International Relations in 1968. A former president of the local chapter of the Jamaica Progressive League, Davis was also a member of Phi Beta Delta. He replaced William L. Carr as the Director of the Office of International Services in 1970. Davis served in this position until 1976.
