William
L. Carr earned both his Bachelor's Degree in International Relations and a Master's
Degree in Counseling from Stanford University, where he also took an internship
at the Bechtel International Center. After coming to Penn as the international
student director of the Intervarsity Christian Fellowship, he became the Assistant
Director of the Office of
International Services in 1964. Two years later, he would replace Jack
D. Burke as the Director.
